California Building Code Chemical Inventory Report Process
This procedure must be followed for all facilities
projects involving the use or storage of regulated chemicals as
part of the project program.
1. Requests for CBC reports must be initiated via
the on-line CBC Request Form. The University Fire Marshal should be contacted prior to making
the request so that initial control area designations and other
issues are known or resolved. It is recommended that a report request
be made by the Owner Representative (OR) at or near the time a Form
I for project formulation is approved giving an early status of
the inventory for a project area.
2. A member of the Stanford University Fire Marshal's Office will respond via e-mail within two days to a report request with
a rough schedule for producing the report and any questions or clarifications.
The reply will include the project number in the subject line and
will be cc'd to the University Fire Marshal (jleung@stanford.edu).
The normal turn around for a fully vetted report, assuming no significant
data entry, is two weeks from initial request.
3. New and revised inventory items can be data entered
from written lists by EH&S, or uploaded to the EH&S system from
most common data file formats. Written or electronic data must conform
to the standards defined at: http://www.stanford.edu/dept/EHS/chem/inven/instructions/fields.html
. Electronic submittals from new users are strongly preferred for
accuracy and efficiency.
4. Subsequent communications about the details of
a Project Plan/Design inventory file can occur directly between
the EH&S Chemical Information Analyst and the OR or Project Manager,
but must be summarized for documentation purposes via e-mail routed,
copied and titled per 2 above.
5. The Chemical Information Analyst will generate
a cover memo to the University Fire Marshal for the completed report
indicating the various parameters and inputs to the report. The
cover memo will have the project number in the subject line.
6. Changes in project phases (e.g. formulation, programming,
schematic design, design development, construction documents, construction,
and ownership) should be specifically communicated from the project
via e-mail, including project number changes or modifications and
be routed, copied and titled per 2 above.
7. If inventory quantities need to be reduced by chemical
users within the project scope, the safety partner, department,
and Principal Investigators can evaluate their chemical needs and
potentially reduce inventories. Owner Representatives and the EH&S
Safety & Compliance Assistance Program can get involved as necessary to facilitate
this step.
8. Project occupancy or a tentative schedule of occupancy
should be specifically communicated from the project or department
to EH&S, routed and copied per 2 above. Once an area is occupied,
the department and occupants must update the RCMS and can use the
Project Plan/Design inventory as a starting point after coordinating
with EH&S. |
