This supports programs to assist economically disadvantaged and at-risk students and makes clear that limited English proficient students are eligible for services on the same basis as other students (Holmes, 1995). 
Title VII: The Bilingual Education Act

This establishes federal policy for bilingual education, allocated funding for innovative programs, and recognized the unique educational disadvantages faced by non-English speaking students. (Crawford, 1995). 
Title VI of the Civil Rights Act of 1964

Prohibits discrimination on the basis of race, color, or national origin in programs and activities that receive federal financial assistance (Lyons, 1992).
