	Title I: Helping Disadvantaged Students Meet High Standards [summary] - [full text] This supports programs to assist economically disadvantaged and at-risk students and makes clear that limited English proficient students are eligible for services on the same basis as other students (Holmes, 1995).
	Title VII: The Bilingual Education Act [summary] - [full text] This establishes federal policy for bilingual education, allocated funding for innovative programs, and recognized the unique educational disadvantages faced by non-English speaking students. (Crawford, 1995).
	Title VI of the Civil Rights Act of 1964 [summary] - [full text] Prohibits discrimination on the basis of race, color, or national origin in programs and activities that receive federal financial assistance (Lyons, 1992).
